FUNCTIONS OF A CHIEF WHIP
All political parties that are represented in Municipal Council have a Party Whip. Party Whips have a variety of functions, they are called together by the Speaker to set Agendas and allocate time for meetings, and determine the composition of Committees.The Party Whip that represents the majority Party in the Municipal Council is refered to as the CHIEF WHIP. The Chief Whip's tasks are to ensure that Councilllors attend to their duties and are accountable; and he or she assists in the deployment of councillors of various Committees.
The Council Delegate The Following Functions To The CHIEF WHIP
- Political management of Council Meetings and Committee meetings.
- Inform Councillors of meetings called by the Speaker and the Mayor and ensuring that such Meetings quorate.
- Advises the Speaker and Mayor on the Council Agenda.
- Informs Councillors on important matters on the relevant Agenda.
- Advise the Speaker on the amount of time allocated to Speakers and the order of such Speakers addressing the Council.
- Ensures that Councillors Motions are prepared and timeously tabled in terms of the procedural rules of Council.
- Assisting the Speaker in the counting of Votes.
- Advising the Speaker and the Mayor of urgent Motions.
- Advising the Speaker and Mayor on how to deal with important items not diposed of at a Council
